Creating a strobe light effect in premiere pro. First, add footage to the timeline. Next, go to your effects panel and add the strobe light effect. From there, adjust the color of the light to a believable shade based on your video. Animate the blend with original option over time - I suggest moving forward every 3 frames and changing the blend percentage from 20 - 80%. Keep it random.
